As of July 15, 2026, China is implementing temporary measures to regulate AI services that mimic human identity and support emotional interaction. The document, adopted by five departments, requires providers to alert users about AI interactions, display notifications when dependency signs, and remind them of session time after two hours of continuous use. There are also convenient exit mechanisms and intervention protocols in crisis situations.
Special attention is paid to the protection of minors: virtual intimate relationship forms are prohibited for children, and users under 14 years of age require parental consent. Providers are required to protect the interaction history, provide the ability to copy or delete data, and not use sensitive information to train models without specific consent. Large services (from 1 million registered or 100,000 active users per month) must undergo a security assessment.
