OpenAI has signed a partnership agreement with the Maltese government, giving the country's residents free access to ChatGPT Plus for one year — on the condition that they complete a foundational artificial intelligence course.

The program kicks off in May 2026 and is designed to scale gradually as more users finish the training. Notably, eligibility extends beyond residents on the island: Maltese citizens living abroad will also be able to take part. The courses themselves will be available at no cost.

To put the scope in perspective: a standard ChatGPT Plus subscription runs $20 per month, and Malta's population stands at roughly 550,000 people — making the initiative's potential value tens of millions of dollars in annual subscription terms.

Malta's Minister of Economy, Silvio Schembri, framed the goal plainly: to transform AI from an abstract concept into a practical, everyday tool for families, students and workers. He described Malta as deliberately stepping into a pioneering role, ensuring its citizens aren't left behind as the digital era accelerates.

From OpenAI's perspective, the project is designed to raise digital literacy and speed up the adoption of AI tools across education, business and the public sector. The Maltese agreement is part of the company's broader OpenAI for Countries initiative — a program through which OpenAI builds government-level partnerships to support AI integration at a national scale.

For Malta, the move fits neatly into a wider digital ambition. The island nation has been actively developing its national AI strategy and has already joined the Global Partnership on Artificial Intelligence. Authorities have consistently positioned Malta as a European hub for digital technology and innovation governance — and this deal adds another credential to that case.
