On August 17, Ripple completed another major issuance operation, releasing ten million RLUSD stablecoins on the XRP Ledger platform. According to data from the public ledger, after this transaction, the volume of tokens in circulation reached approximately one billion seven hundred and eleven million, and the market capitalization on Monday morning was about one billion seven hundred and ten million dollars. The daily trading volume remained at approximately fifty million dollars. The transaction cost turned out to be negligible – less than half of one‑thousandth of an XRP token, and two authorized signatures were required to complete the settlement. The tokens were transferred from the Ripple issuer’s account to the target RLUSD account. The company did not name the recipient of the coins and did not disclose their intended purpose, so the transaction alone does not confirm the claims about the growth of institutional demand.

Experts note that the creation of tokens on the blockchain does not prove their immediate entry into exchanges, payment channels, or institutional portfolios. Newly issued RLUSD may remain in controlled accounts until an approved client performs an operation. On August 10, Ripple had already issued another ten million tokens, and according to the BankXRP community, five million RLUSD were burned on the Ethereum network. Therefore, individual issuance operations should be considered in conjunction with redemptions and burns, rather than as a constant increase. The latest data on the supply turned out to be higher than the figures on the company’s transparency page from August 6, when about $1.59 billion was in circulation and reserve assets amounted to approximately $1.7 billion. The difference reflects the time when the reserve snapshot was taken and the subsequent activity on the blockchain, since monthly confirmations provide a historical picture rather than the current balance.

The oversight of the stablecoin’s reserves is carried out in the United States: Standard Custody & Trust Company issues RLUSD based on a limited purpose trust charter issued by the New York State Department of Financial Services. Ripple states that each token can be exchanged for one US dollar, and the collateral includes cash, cash equivalents, and short‑term US Treasury bonds. Monthly audits are conducted by an independent auditing firm holding a US license. The next official reserve report will provide the most accurate information about the number of coins in circulation and their collateral.

At the same time, Ripple is expanding institutional access to its stablecoin. In July, the company introduced the Ripple Mint platform, which provides approved clients with a web interface and programmatic interfaces for issuing, redeeming, and monitoring RLUSD. Ripple also invested in the company Notabene and plans to integrate RLUSD into its transaction authorization system. International access expanded in June, when, together with SBI, the token became available to clients in Japan, and partnerships with BiLira, Bitexen, and Bitlo opened access to institutional investors in Turkey. Future transactions from the target account will show whether the tokens have been transferred to an exchange, to a payment provider, or to a market maker; however, the client’s identity and the commercial purpose of the transactions may remain undisclosed.
