
Starting November 1, 2026, Binance will implement new checks for international crypto transfers, requiring users from Brazil to provide information about the purpose of the transaction and counterparty details. According to the new rules, withdrawals will not be possible without the necessary information, while some incoming deposits may temporarily remain pending. No changes are planned for transfers between residents of Brazil, while international transfers will be subject to reporting rules based on foreign currency. For transfers exceeding $50,000, instead of a simplified list of ten purpose codes, one of the 96 codes prescribed by the Central Bank of Brazil will need to be used.
Binance clarified that for international transfers, users will need to provide three types of information: the purpose of the transfer, the category of the counterparty (individual, company, bank, etc.), and if it is a corporate account, indicate whether the other company belongs to the same economic group. Each transfer will correspond to a specific category of purposes reflecting the actual reason for the transaction, as the information will be sent to the regulator.
Additionally, for international transfers to foreign counterparties without permission to operate in the Brazilian foreign exchange market, a ceiling of $100,000 per transaction has been established. This restriction is related to the requirements outlined in BCB Resolution No. 521/2025, which introduced new reporting obligations for crypto services. Information obtained through the new questionnaire for international transfers will be sent monthly to the Central Bank of Brazil. At the same time, Binance stated that the changes will not affect regular trading or internal crypto transfers between Brazilian residents.
