The Central Bank of Ireland has imposed a fine of €3,252,618 on Coinbase Ireland for ineffective measures in securing electronic money and insufficient outsourcing controls. This decision was announced on Thursday and pertains to compliance with electronic currency regulations from 2020 to 2025. It is important to clarify that this concerns the protection of funds related to electronic money services, without allegations of information leakage on the Coinbase blockchain.
Electronic money institutions are required to maintain separate accounts for storing client funds, segregating them from the company's own funds. The Central Bank of Ireland stated that Coinbase Ireland did not always maintain the necessary amount in special accounts and violated obligations regarding management and outsourcing. Despite the absence of complaints from clients about direct losses, deficiencies in security measures can weaken control and lead to uncertainty about the location of protected funds.
The notice from the center indicates that Coinbase Ireland acknowledged its violations. The fine was initially set at €4,646,597 but was reduced by 30% under the regulator's discount scheme. The fine is subject to confirmation by the High Court of Ireland.
This case highlights the importance of complying with various regulatory standards for companies operating with cryptocurrency. Security rules for electronic money services are not identical to those for exchanges or wallet providers. Thus, companies may successfully conduct technical transactions while failing to meet the necessary requirements for proper accounting and management.
Although Coinbase is a well-known global exchange, government actions against it affect the company's reputation. This does not mean that Coinbase clients lost €3.25 million. The fine is the result of an audit, not a documented loss of client funds.
