Estonia creates AI-isikukood: AI agents will receive official digital IDs with controlled rights

Estonia begins to develop a digital identity for AI agents - AI-isikukood. The initiative was supported by the council of Eesti ai under Prime Minister Kristin Michale, which aims to make the country the first state with a formal identification system for artificial intelligence. The project aims to address the issue of excessive access: instead of delegating broad permissions to AI assistants, agents will be granted limited, controlled, and auditable entitlements, operating strictly within defined scenarios - from preparing documents to generating payments.

The AI-isikukood system builds on Estonia’s existing digital infrastructure, including e-Residency and electronic IDs for citizens. In parallel, related projects are being developed: Bürokratt, which will allow agencies to use personalized AI agents from 2026, and Aruait - a sovereign management layer for AI in the public sector. The Eesti ai initiative has already approved 15 priority projects in education, health and safety, some of which are now being implemented.
