
The Ethereum Foundation aims to achieve quantum resistance for its level 1 network by December 2029. In preparation for the Hegotá upgrade, the foundation published ratings for 62 improvement proposals (EIPs), gathering 397 evaluations from approximately 60 specialists across nine teams. The key goal is to create a secure L1 protocol capable of withstanding quantum attacks.
On September 7, the foundation announced on X the publication of two articles: one focused on Hegotá and the EIP ratings, and the other on the long-term priorities of the protocol. Two proposals received the highest S level and are deemed mandatory for inclusion: FOCIL (EIP-7805) for censorship resistance and Frame Transactions (EIP-8141) for native account abstraction, which is also a step towards post-quantum security. Another 15 proposals were rated A, 8 were rated B, 7 were rated C, 28 were rejected, and 2 are awaiting additional data.
Fredrik Svantes, the Ethereum Foundation's protocol coordinator, stated that the team is "aggressively targeting" the creation of a quantum-resistant L1 no later than December 2029. However, Hegotá itself will not be a post-quantum fork—it is intended to lay the groundwork for subsequent upgrades that will ensure full protection. The development is synchronized with the recommendations of the U.S. National Institute of Standards and Technology (NIST) for replacing outdated cryptographic methods.
