Hong Kong's regulator rated the banking sector's readiness for quantum threats by 2.3 points out of 10

The Hong Kong Monetary Authority (HKMA) has presented the first assessment of the banking sector's Quantum Readiness Index (QPI), which amounted to 2.3 points out of 10 possible. According to an analytical document published by the regulator, 32 percent of the financial institutions surveyed have not yet initiated the transition to post-quantum security standards, and about half of the organizations do not have a formalized action plan. Nevertheless, approximately 68 percent of market participants are already aware of potential risks or are at the stage of planning and implementing pilot projects, which indicates the initial stage of the industry's adaptation to new technological challenges and the emerging understanding of long-term threats.
To achieve the 10-point target by 2030, HKMA intends to develop specialized tools for post-quantum cryptography in collaboration with the School of Business and Management of the Hong Kong University of Science and Technology. The regulator called on banks to conduct a full inventory of the cryptographic systems used in advance, assess vulnerabilities and prepare detailed migration plans. The document emphasizes that Shor's algorithm is capable of compromising widespread encryption methods in the future, including RSA and elliptic curve cryptography, and replacing the built-in protection mechanisms will require significant time and resource costs.
Preparation for quantum risks is closely linked by the regulator to the process of expanding asset tokenization in the financial sector of Hong Kong. Since 2023, the regional authorities have successfully implemented three issues of tokenized "green" bonds totaling about HK$16.8 billion, and in June an expert group was established to further develop this area. As a practical example, the HKMA cited the experience of HSBC Bank, which tested quantum-resistant technologies for operations with tokenized gold in 2024, confirming the importance of early infrastructure modernization amid warnings from experts about the potential vulnerability of cryptocurrency networks.
