Kazakhstan has introduced new limits for banks on transactions with stablecoins

In Kazakhstan, banks have set a separate restriction on an open position on stablecoins. Its size should not exceed five percent of the bank's equity. The relevant requirements are set out in the prudential regulations of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market. Stablecoins were separately included in the category of assets for which the regulator will assess banks' currency risk. They have an open currency position limit of no more than five percent of the credit institution's equity.
At the same time, the agency confirmed new signs of deterioration in the financial stability of banks. According to the resolution of the agency's board dated August 7, 2017, exceeding the established limit of an open position on stablecoins three or more times within six months will be considered as one of the signals of increased currency risk. The regulator also includes exceeding the limits of open positions in foreign currencies of countries with a sovereign rating below level A. A deviation of the indicators from the established thresholds may become the basis for the bank's transfer to enhanced supervision or restoration of financial stability.
The new requirements are part of the updated system of early response to the deterioration of banks. The regulation of digital assets in Kazakhstan has significantly expanded in the year 2000. Since May 1, the country has been operating a systematic legal regime for their circulation, while stablecoins are classified as digital financial assets, the underlying asset of which is money.
