Kazakhstan MP Ekaterina Smyshlyaeva Utilizes AI for Drafting Laws

MP Ekaterina Smyshlyaeva shared that she systematically develops competencies in the field of artificial intelligence and trains models within her areas of focus. She refers to the technology as a professional tool, without understanding which it is impossible to draft laws for it.

"Before regulating something, you must understand what it is in general. Therefore, I systematically enhance my competencies in the field of artificial intelligence. This enhancement includes testing technologies," said the MP.

She is currently engaged in training models and notes that large data sets are not the only condition for quality. According to her, methodology plays a key role. The detailing of tasks is also important: the more detailed the process description, the more accurate the result. In her words, the application area of the technology has long gone beyond everyday conversations with a chatbot—it is primarily a working tool.

Her statements coincided with those of Prime Minister Olzhas Bektenov regarding the ready legal framework and data center constructions, as well as Freedom Holding Corp.'s plans to launch AI products for retail clients. Bektenov stated that a legal framework for the widespread adoption of the technology has been formed in the country: the Digital Code, the law on artificial intelligence, and the "Digital Kazakhstan" Strategy have been adopted, and the protection of citizens' digital rights has been enshrined at the constitutional level for the first time. The Digital Nomad Visa program has received over 1,500 applications from IT specialists from 30 countries.

According to the Prime Minister, the main construction is the Data Center Valley, the largest data center campus in Central Asia with a capacity of up to 1 gigawatt. NVIDIA is named as the key partner of the project. On October 1, President Kassym-Jomart Tokayev met with the company's Vice President Rev Lebaredian and discussed the "Data Center Valley" in Ekibastuz. The project will implement Cloud First principles and a data amnesty mechanism. Another project is Alatau City, a fully digital city whose solutions will then be scaled to the regions.
