Kazakhstan will allow businesses and state organizations to use stablecoins for cross-border payments

President of Kazakhstan Kassym-Zhomart Tokayev signed a decree on measures to stimulate the digital asset industry. The document provides for the possibility of using stablecoins by businesses and state organizations for cross-border payments, which should open "additional channels" for export-import transactions.
To attract market participants to regulated infrastructure, tax incentives are introduced: individuals are exempt from income tax on crypto transactions if they are conducted through government platforms. Also declared creation of conditions for voluntary transfer of assets from foreign unregulated platforms to domestic providers' platforms.
The decree restricts mining on gas by-pass: use of this resource for cryptocurrency mining is permitted only if it is not required for government purposes. The document was prepared by the Ministry of Artificial Intelligence and Digital Development, the National Bank and the administration of IFPC "Astana" - a special economic zone where all crypto companies are required to register. Previously, the authorities required OKX, HTX, Bitget and MEXC to obtain an AFSA license for legal work in the country.
