The Bank of Russia has presented a solution to the conflict between banks and marketplaces. The regulator proposes displaying a single base price for a product to buyers, along with a pop-up window displaying offers from various banks and their discounts. These offers are planned to be arranged alphabetically to avoid preferential treatment for affiliated banks.

The idea was discussed at the expert council of the State Duma Committee on Economic Policy and has been submitted to the Ministry of Economic Development for review. It involves moving to an "open model" for bank participation in marketplace loyalty programs.

Experts consider the initiative a compromise. Banks insist on equal access to discount and bonus programs, citing the risk of unfair competition when the price of a product depends on the payment method. Online retailers emphasize that transparency is a key principle: prices should not increase at the final stage of ordering, and any discounts should be clear and available on equal terms.
