The Government of Kazakhstan has approved the rules of strategic digital mining

The Government of the Republic of Kazakhstan has officially approved the rules of strategic digital mining, which will enter into force on August 1, 2026. According to the document, this type of activity is defined as work on a quota for electricity at marginal tariffs in exchange for the mandatory transfer of part of the extracted assets to the state. The coins should be transferred to the Astana Hub autonomous cluster fund, and then transferred to the trust management of the National Investment Corporation of the National Bank for investment in the National Strategic Crypto Reserve. To work in this mode, the miner must submit an application through the office of the authorized body or the state electronic database.

Strict technical requirements are imposed on the participants, including the availability of data processing centers with a capacity of at least 150 megawatts and connection to substations with a voltage of 35 kilovolts with an authorized capacity of at least 1 megawatt. The hardware must have a hashrate of at least 150 terahashes per second for each unit. Also, a prerequisite is the absence of payment arrears and encumbrances on property, the presence of two contracts with telecom operators, a service center and qualified personnel on the site. In case of refusal due to inconsistencies, the miner can apply again after the reasons are eliminated, except in cases related to the lack of free electricity.

After receiving a positive response, the miner enters into agreements with the Astana Hub Foundation and an energy-producing organization from the approved list, and also creates a new crypto wallet to distribute the extracted assets. The rules allow for the combination of strategic digital mining with regular activities, which provides flexibility for market participants. At the same time, the procedure for the distribution of digital assets to be transferred to the National Strategic Crypto Reserve was approved. Recall that on July 8, President of Kazakhstan Kassym-Jomart Tokayev signed a decree on measures to stimulate and develop the digital asset industry in the republic.
