Ripple Supports Proposed Cryptocurrency Regulation Rules

Earlier this week, Ripple supported the proposed rules for crypto asset regulation by the U.S. Securities and Exchange Commission (SEC). The company argues that the industry needs clear legislation rather than case-by-case litigation. Ripple supports the principle that whether an asset is a security should be determined by the investment contract, not the token itself. The company also objected to several classifications that it believes could recreate regulatory uncertainty.

Ripple expanded its presence in the institutional segment by launching 24-hour perpetual RWA swaps through its own Ripple Prime platform, and Cross River Bank partnered with Ripple to integrate the RLUSD stablecoin into its banking platform.

The fixCleanup3_4_0 amendment for the XRP Ledger was expected to activate on Friday, October 23, with validator support above 80%. However, the threshold briefly dropped below this level two days before implementation, and activation is postponed until November. The official X-account of Ripple's cross-border token attracted nearly 50,000 followers within a few hours of launch, and at the time of publication, the number exceeded 150,000. Among the first official accounts to welcome it were Ripple CEO Brad Garlinghouse, Gemini, Uphold, Flare, MoonPay, and others.

Regarding XRP ETFs, in the week ending October 15, they recorded minor outflows for the first time in 13 weeks—less than $2 million—after 13 consecutive "green" weeks with predominant inflows. In comparison, a few weeks earlier, the inflow was about $75 million. At the start of the current workweek, two days passed without reported flows, and October 21 marked the first "green" day with an inflow of less than $1 million.

The price of XRP attempted to rise with the market: BTC moved towards $85,000, ETH briefly exceeded $2,500, and XRP rose to nearly $1.40 for the first time in ten days. However, market weakness led to another rejection, and at the time of publication, XRP is trading around $1.33.

According to Santiment, the 365-day MVRV for XRP is about 0.92, indicating a loss for the average buyer over the year. Historically, this corresponds to a comparatively more favorable zone with less risk, although a single MVRV does not guarantee a rebound. Exchange activity is less encouraging: the share of small withdrawals from Binance reached a peak since October 2024, while the share of whale-sized transfers decreased. Combined XRP reserves on Binance, Upbit, and Bithumb increased by approximately $120 million.

From a technical perspective, $1.33 remains a key level. Analyst ChartNerd warned that continued weekly closings below the 20-week EMA could pave the way for a retest of $1.00, while a return above $1.33 would reopen the path to 1.50–1.55 and potentially up to $2.00. Overall, the current price configuration of the asset remains ambiguous.
