Activation of the bug fix in XRP Ledger postponed to November

The activation of the fix in the XRP Ledger has been postponed from October 23 to November 4: a two-hour fluctuation in validator support reset the two-week countdown less than two days before the finish. Support dropped to 26 out of 35 validators but has since returned to 31 – two votes above the threshold of 29.

Validators are independent servers that agree on which transactions to consider. To change the network rules, more than 80% support from the 35 default trusted validators is required, which means 29. Checks occur approximately every 15 minutes, and the threshold must be maintained at each check for 14 consecutive days. One miss, even brief, resets the countdown.

The fixCleanup3_4_0 patch had no margin. On Monday, it had exactly 29 votes, with activation planned for 09:34 UTC on October 23. At the check at 12:54 UTC on Wednesday, only 26 validators were "for," according to XRPL Dashboard. By 14:46 UTC, the count returned to 29, and the countdown started anew. Now XRPLWin indicates activation at 14:46 UTC on November 4. Since then, support has grown to 31 out of 35 – two votes in reserve, whereas the first time there was no margin.

None of the trackers show which validators dropped out. Votes are counted only from those the network hears at each check: a server that was offline or rebooted at an inopportune moment is counted the same as a "against" vote.

The patch closes a loophole that allowed an account with only issuer token burning rights to create new ones under certain conditions and changes how the credit code determines when a loan is overdue or declared in default. This code relates to a system Ripple has been offering to banks and payment companies since June: creditors hold XRP or other tokens in escrow, and a broker lends them out for a fixed term. As of Thursday, the system is still not launched.
